Precinct Drainage Foreman

Department:             Roads & Bridges - Pct. 2                                               
Reports To:              Precinct Superintendent                                                 

SUMMARY:  Supervises daily work and safety of Road & Bridge employees who construct, repair and maintain county roads and bridges, drainage ditches, and culverts. Responsible for preparing daily work orders, coordinating jobs, scheduling delivery of materials to job sites.


Essential Job Functions:  Meets with Superintendent to discuss and review daily schedule; prepares daily work orders; coordinates job operations; assigns labor and equipment; determines materials required for scheduled jobs and estimates quantities; makes sure that the right materials and correct amounts are delivered to job sites, as needed; checks status of all work in progress daily; obtains equipment or material, if needed; checks completed jobs; conducts and coordinates utility pipeline etc. locates for road and drainage jobs, makes sure vehicles and equipment are inspected daily to determine if all are in proper working order; makes safety checks; requests necessary maintenance and repairs for vehicles and machinery; checks with mechanic daily regarding status of repairs;  makes routine checks of road and drainage conditions and traffic signs throughout the precinct;  responds to requests and complaints from the public;  drives a variety of vehicles and is knowledgeable in the operation of heavy equipment and the skills necessary for road work.

EQUIPMENT USED:  Must be able to operate and/or use a variety of road work equipment, including:  GradAll, road grader, rollers, maintainer, oil distributor, spreader box, sheep foot, backhoe, front-end loader, bush hog, cement mixer, tractors, pickup truck, dump truck, water truck, oil truck, mowers, trailers, hand/power tools and equipment necessary to maintain vehicles and equipment, other tools and equipment related to job performance; 10-key adding machine/calculator.


Education & Experience - Five to ten years related job experience in various phases of road work and drainage; five to ten years management experience; B. S. in Business Administration preferred.

Specialized Requirements - Texas Commercial Drivers License.

Knowledge, Skills & Abilities -  Knowledge of all aspects of road work; ability to safely operate and maintain a variety of vehicles and heavy road equipment; good verbal and written communication skills; good math calculation skills; good interpersonal skills, including ability to deal effectively with all levels of employees and with the public; excellent supervisory skills.  Prefer candidate that is familiar with and has knowledge of the areas within Precinct 2.

WORK SITUATIONS/ DEMANDS/ EFFORT:  Job requires organizational skills; prioritizing; flexibility in order to coordinate a variety of activities and to adapt standard methods and procedures to differing conditions; driving a vehicle. Employee supervises work of others; assigns tasks, sets standards, and evaluates performance. Job duties require regular walking and standing; driving a vehicle; occasional heavy work -may move objects weighing up to 100 lbs. by lifting, carrying, pushing, and/or pulling.  Duties require appropriate safety precautions when driving a vehicle and around heavy equipment.

WORKING CONDITIONS: Work is performed outside or in a vehicle away from the office more than 50 per cent of the time.  Employee is subject to adverse weather and environmental conditions; physical hazards from equipment with moving parts, moving machinery, and traffic; adverse atmospheric conditions from dust, fumes, and/or chemicals. Office work is performed in a climate controlled environment which is accessible to other employees and to the public.

PHYSICAL REQUIREMENTS: Job duties require reaching with hands and arms, climbing or balancing, stooping, kneeling, crouching or crawling, talking or hearing. Frequently required to stand, walk, sit and drive vehicle. Occasionally lifts and/or moves up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
