Summary: Manages the overall daily operations and personnel of the Precinct Roads & Bridges Department, which functions to construct, repair, and maintain county roads and bridges, drainage ditches and culverts and other county property within the precinct. Acts as a liaison for the Commissioner with members of the public and with County Departments.
DUTIES AND RESPONSIBILITIES
Essential Job Functions: Plans and schedules all department work; prepares daily work schedules; meets with Precinct Foreman to discuss and review jobs, materials needed, and assignments of labor and equipment; makes regular daily checks of work in progress, completed work, and work to be done; routinely checks road and drainage conditions throughout the precinct and the condition of other county properties maintained by the precinct including the service centers; reports to the County Commissioner daily to discuss precinct projects and other business, resolve problems, and receive directions; ensures that materials and equipment are available for scheduled jobs; contacts vendors to confirm delivery; meets daily with mechanic regarding vehicle and equipment repairs, supplies required, etc.; provides overall supervision of precinct personnel; responds to needs of employees and strives to ensure safety; develops procedures and establishes priorities; trains employees; schedules work and approves time off; counsels and disciplines; appraises individual employee performance; recommends salary adjustments; responds to complaints and requests from the public; orders materials and other supplies needed for the precinct; checks invoices for all expenditures; maintains daily records to determine current status of the budget; participates in budget preparation; attends meetings and workshops; conducts workshops for crew; addresses various citizen groups, organizations, officials, or other interested parties to inform them of the progress and services of Roads & Bridges Department.

10-key adding machine/calculator; computer; knowledge of the operation and use of a variety of road work machinery and equipment, including; Gradall, road grader, rollers, maintainer, oil distributor, spreader box, sheep foot, backhoe, front-end loader, bush hog, cement mixer, tractors, pickup truck, dump truck, water truck, oil truck, mowers, trailers, hand/power tools and equipment necessary to maintain vehicles and equipment, other job-related tools and equipment.
Education & Experience: High school education and 5 years of progressively responsible experience in road construction, maintenance, or related activities. 5 years of management experience, preferably in a similar environment, is a must. Education completed in a college or university with a major in architecture, engineering, engineering technology, construction practices, or related fields, may be substituted for general experience at the rate of one academic year of study for one year of general experience. Bachelors degree preferred but not required.
Knowledge, Skills & Abilities: Knowledge of all aspects of road work, including construction practices, standards, materials, equipment, safety; ability to work independently and creatively; ability to read and interpret engineering and architectural plans and specifications; good verbal and written communication skills; good math calculation skills; excellent interpersonal skills, including ability to deal effectively with all levels of employees and with the public; excellent supervisory/management skills; problem solving skills; organizational skills.
Employee frequently works near moving mechanical parts and in outside weather conditions; is frequently exposed to wet and/or humid conditions, fumes or airborne particles and toxic or caustic chemicals; works in usually moderate noise level. May be subject to 24 hour call.
Job duties require reaching with hands and arms, climbing or balancing, stooping, kneeling, crouching or crawling, talking or hearing. Frequently required to stand, walk, sit and drive vehicle. Occasionally lifts and/or moves up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
